[GAMEPLAY] Miss Fortune will occasionally not crit when at 100% crit chance

first video shows a more obvious version of this, second link shows only two autos that didn't crit.

I don't know when this bug started appearing, but I've seen it and luckily got it on plays.tv. I can't say for sure, but it has also worked on enemy champions. Working on testing this out right now for some more results.

seems to be broken on just epic monsters. you can tell by the 1) normal auto attack animation and 2) no crit damage. I feel like this has something to do with rapid firecannon and shiv together, but that's just a theory.

would love to see this addressed and fixed (as well as the non-arcade crit sound effect)
