Anyone else having this bug?

https://imgur.com/2JV9YP6 Since last patch I can't get mastery points with Soraka (and sometimes with other champs). I didn't went afk on any game, the image is from ranked flex. Neither a visual bug, I restart the client but my mastery can't change.
