Champion walking in place

After a 1 minute disconnect, I reconnect, noticing my champion walking in place. Everyone's champs are on the field, battling, and stuff, and I'm walking in place. However, when I use a skill, I teleport to where my champ is already, then they start walking in place.

I have a steady 130 ping, so this isn't lag.
