Patcher&Launcher Do not End [Client]

For the past 2 years every time there is an update and every time it takes that weird extra 20 seconds to scan files on start up when you open task manager you can see that the patcher and the launcher (eating a combined 200,000 K of data) do not properly end. Ending them manually seems to work fine but it is a little annoying to have to do this every time you launch the client.
