Penalized for other's dropping out of champ select

I was penalized for up to 30 minutes because someone on my or the other team abandoned the match. WHY AM I BEING PENALIZED?! I was solo qued, and waiting to get to select my char in draft pick, someone picked the new champ, then boom someone left, then I get penalized PERSONALLY. WHAT?! [zombie-brand-mindblown]
