Red buff does tick true damage to towers.

Hello, I have played a couple games, and I've noticed that red buff does true damage to towers now. Is this intended or a bug? Champion; Kayle Map; Summoner's Rift. Spells; A. Flash, tp B. Flash Ignite. Masteries; A. 18/0/12, (basic attack keystone) B. 18/12/0 (basic attack Keystone)
