Can't Select champion or summoner spells in champ select

This is very frustrating. It's been happening since this last patch or two, and every once in a while, I can't even select my champion when I click on it in champ select. After maybe 30 seconds, it will say there was an error in selecting your champion and to please try again. The lobby will close and I will get penalized. Anyone have a fix?
