[SHOP] Scaling mana regen runes

I don't think that's a real hard bug, but as I was just wandering in the rune shop, I noticed two runes with similar stats and same price were different. So I used a calculator. Where [look in the file] it says +0.06 mana regen/5 per level, it says (+1.2 at lvl 18). If you calculate it, you'll easily see it gives 1.08 mana regen / 5. The mistake can either be there, or did Riot really mean +1.2 / 5 at lvl 18. Then it should be +0.067 (66666666666...) mana regen / 5 per level.

Hope it won't make anything unfair for players. Anyway, I don't know how many people buy those runes.
